Participation in the Public Meeting on Monday, Sept. 25 at 7:00 at the Tom Davies Arena is encouraged by all interested citizens, groups and organizations to make their views know and assist in preparing the final report for submission to Walden CAN and the Library and Museum Boards.

Mandate for the Committee for the Heritage Review of the Anderson Farm

Three years ago, the Library and Museum Boards for the City of Greater Sudbury held a visioning session centering on the future uses of the Museums and the awareness of the public with Heritage issues in the amalgamated city.
The result of this internal survey laid out the plans that dealt with festivals, outreach programs, storefront seasonal museums in areas with no traditional museum presence, intense publicized activities at the Flour Mill site and a review of the role of the Anderson Farm.
At its final meeting this summer, the Library and Museum board directed the Chairman to conduct this review and report to the Board early in the Fall for possible budget considerations. The Board further directed that the Heritage stakeholders and investors from the former town of Walden be the focus group for the investigation, as they had made a substantial investment in volunteer hours, donations and artifacts as well as tax dollars in the facility. The Chair was directed to contact these people for the core of the Heritage review committee.
To carry out these directions, and to use existing resources, the Walden Community Action Network was approached and asked for their assistance. They enthusiastically embraced the Review and struck a sub-committee for carrying out this activity. To stop misunderstandings and for expediency, they appointed the Museum and Library Board chairman, the Chair of the Walden CAN Heritage review committee. In return, Walden CAN expanded the mandate of the new committee by asking for lists of Heritage organizations and sites throughout Walden.
The newly formed Committee received a list of objectives to guide their investigation at the Inaugural public meeting in May from Ron Henderson, Director of Leisure Services.
The committee membership grew to approximately 24, but usually ran with 10 to 12 members present, depending on the topic under discussion and summer conflicts. Resource personnel we called as required from all city departments as the work progressed.
The complied List of Recommendations was created to make the Walden area and specifically the town of Lively with the Anderson Farm, a Heritage and Cultural focus for tourists and Sudburians. These suggestions will be published electronically and in print for citizen perusal and reaction before a public meeting to receive input on the level of acceptability of each one, as they reflect a narrowed perspective from only the committee members and the groups they represent.
Comments received at the public meeting will be incorporated into our final position document and forwarded to Walden CAN for their vetting and support.
After “sober second thought” the Recommendations will be presented to the Library and Museum Board for their consideration and action.

Mission and Vision statements: 20 May 2006

To raise the profile of Heritage in the former Town of Walden and to establish the Anderson Farm as a cultural destination in the Community.

This will be accomplished by the establishment of a Review Committee consisting of Heritage stakeholders from the former
Town of Walden that will create a list of short, medium and long-term recommendations for consideration of the Walden Community Action Network and the Library and Museum Board of the Greater City of Sudbury that will address issues at the Anderson Farm of

- Expansion of program and services
- Volunteerism
- Heritage activities
- Year round operation
- Marketing
- Community Partnerships

and identify Heritage Issues in the Walden area by

- creating a list of Active Community Heritage Organizations in the former Town of Walden
- initiating the creation of a Heritage Inventory for Walden

through the establishment of a group of citizens with Heritage interests to create an appropriate organization to address these concerns and work with the City of Greater Sudbury as outlined in the Official Plan.

Task 1:
The Heritage Sub-Committee conducts a review of the Anderson Farm Complex and prepares focused recommendations addressing maintenance concerns with a focus on the Barn and Stable areas. Each area will be studied and assigned one of the following priorities: immediate concern, next year or long term. Two major areas will be designated as the focus of capital expenditure for the 2007 Budget process.

Recommendation 1a) - IMMEDIATE MAINTENANCE AND SAFETY ISSUES:
“The Heritage Sub-Committee declares the following items as requiring immediate attention and their descriptions be conveyed to the Chairs of the Walden CAN for endorsement and forwarding to Leisure Services.
1) Site Security 2) Arson and Vandalism repairs 3) Accessibility
4) Site Safety 5) Fire and Electrical Inspections 6) Storage
The remaining items shall be divided into yearly priorities using the headings of this year, next year and long term.”

Recommendation 1b)- PRIORITY ONE: ROOF REPLACEMENT.
“The Heritage Sub-Committee declares the repair and replacement of the roofs of the Farm house, the Barn and the Granary and be designated as first priority for costing and Capital expenditure.”

“The Heritage Sub-Committee declares that the WINTERIZATION and HEATING of the Stable building as outlined in Appendix 1c be designated as second priority for costing and Capital Expenditure.”

Task 2:
The Heritage Sub-Committee conducts a review of the Anderson Farm complex and prepares a recommendation that addresses the historic nature of the site and its components.

Recommendation 2 - HERITAGE DESIGNATION:
“The Heritage Sub-Committee recommends that the following structural and flora components of the Anderson Farm and its site be designated as Heritage as defined by the Heritage Act (2005) and necessary steps be taken to formalize this recommendation.”

Task 3:

The Heritage Sub-Committee considers a name change for the Anderson Farm complex to reflect the changing nature of the audiences and new direction of its programs.

Recommendation 3- NAME CHANGE:
“The Heritage Sub-Committee recommends that the Anderson Farm be re- named The Anderson Farm Museum and Cultural Centre.”


Task 4:
Presently, The City of Greater Sudbury Library and Museum Boards jointly administrate the Anderson Farm, the museums and the libraries. The Museum Board is advisory in nature and also functions as the Advisory board for the Anderson Farm. It is felt that to better blend the cultural, historical and heritage components of the former Town of Walden into the new fabric of The Greater City of Sudbury, that governance of The Anderson Farm and Cultural Centre be returned to a Board based in Walden and having a management function.

Recommendation - GOVERNANCE:
““The Heritage Sub-Committee recommends that, based on The Provincial Standards, a Walden based Independent Board of Governance be established to advise and assist in the management The Anderson Farm and Cultural Centre.”

Task 5:
The Heritage Sub-Committee considers the creation of working support group of heritage minded citizens to participate only in fundraising activities to help implement cultural projects identified by The Anderson Farm and Cultural Centre Board of Management.

Recommendation 5- FUND RAISING FRIENDS GROUP:
“The Heritage Sub-Committee recommends that a Friends of the Anderson Farm and Cultural Centre be established to ensure the preservation of Walden’s cultural heritage by participating in fund raising activities identified by The Anderson Farm and Cultural Centre Board of Management.”

Task 6:
The interior of the Barn contains a large wooden stage and bleacher style seating permanently installed on the upper floor of the structure in the area that was traditionally the hayloft. This section of the barn has used rink lighting and a cobbled together control system that offers limited choices for productions of any type. As a result, the options for groups to use the space in a variety of ways will be greatly limited. Retuning this area to its original configuration will enhance the Heritage look of the interior and attract the interest of a larger and more diverse audience.

Recommendation 6- TRILLIUM APPLICATION:
" The Heritage Sub-Committee recommends that the heritage and cultural users of the Anderson Farm and Cultural Center meet and assess their needs for staging, bleacher seating and lighting. Once these needs are isolated, that a joint submission to the Trillium Foundation be prepared and submitted reflecting these requirements. When positive response from the Trillium application is received that the present stage, seating and lighting be removed, returning the interior to its original configuration. During these stages and deliberations, the interior arrangement of the Barn will remain undisturbed, except as required for repair and maintenance."

Task 7:
Sitting as it does, The Anderson Farm blocks access to Regional Road 24 from a variety of homes, streets and institutions. Currently there exists a series of informal pathways and trails crisscrossing the property created by citizens for a variety of reasons. Young people returning home after school, mothers walking their children to the play area in strollers, adults walking their pets, bike riders and joggers, all can be seen on the property. In the afternoon evenings many families and tourists enjoy walks through the area and on pleasant days picnic at the tables near the farmhouse. With the greater emphasis placed on fitness and the better use of our recreational spaces as outlined in the Leisure Plan, the Heritage Committee chose to address this issue by partnering with other Community Groups with like concerns.

Recommendation 7- TRANS CANADA WALKING TRIAL LINK:
“That the Heritage Committee for the review of the Anderson Farm support the investigation and development of a walking trail from the existing Trans Canada Trail, to and including, the Anderson Farm and Cultural Centre as a destination, in partnership with The Wild at Heart Refuge, Chartwell-Meadowbrook Village and the Anderson Farm Memory Garden, coordinated through Rainbow Routes.”

Task 8:
Presently the Staff for the Anderson Farm and three satellite museums consists of one full time professional curator and students employed as tour guides during the summer season. With the creation of the Greater City of Sudbury, the job description for the Curator has expanded with additional sites and responsibilities. As a result there has been a decline in the variety and number of exhibitions, festivals, maintenance and rentals of the site. Accompanying this is decline in visitors and attendance. The management of all museums and sites has become too multifaceted and complex for one person to administer. Further, with only one full time staff member, it is very difficult to plan for retirements or promotions.

Recommendation 8- STAFF INCREASE:
“ That the Heritage Committee for the review of the Anderson Farm recommends the staff of Anderson Farm and Cultural Centre be augmented by the addition of the following full and half time positions.
1) Assistant to the Curator- full time
2) Programme Coordinator/ Exhibit Technician- full time
3) Maintenance Person and Janitor - half time
4) Clerk/Receptionist - half time ”

Task 9:
The Heritage inventory conducted by The Sudbury Horticultural Society identified a variety of natural and transplanted vegetation to the Anderson Farm site. These flowers, trees, shrubs, grasses, herbs and garden plants are what remains today of the original planting efforts by the Anderson family while they lived on the property. To protect and preserve this fauna, beautify the area and attract visitors to this site, the Heritage Committee investigated the creation of a park or rest area. Coupled with the idea of protecting the area, the potential to recognize the contributions of family and friends who lived in Lively and the former Town of Walden, was investigated. Knowledgeable Community partners were sought to assist in this endeavor.

Recommendation 9- MEMORY GARDEN:
“ The Heritage Committee for the review of the Anderson Farm recommends that in partnership with the Walden Growers, The Sudbury and District Horticultural Society and other horticultural groups and organizations, a Memory Garden be created on the Anderson Farm site. This garden will be situated around and include the back of the Farmhouse, the amphitheatre and the grassed sections on the side closest to Regional Road 24 or Main Street. It will be constructed in the English Garden style, including benches, tables, a gazebo and a lock stone walking path with replaceable paving stones.”

Task 10:
Managers of properties throughout City of Greater Sudbury have the option of using our Parks Department to look after site grass cutting and beautification, including flower planting and tree maintenance. Presently, contractors carry out the grass cutting at the Anderson Farm. These companies can vary from year to year as new bids are called for and awarded. To maintain consistency and protect the Heritage components of the site, the City of Greater Sudbury Parks Department be used to perform all aspects of groundwork and seasonal maintenance in this area. If necessary, the property may be divided into field and building areas for this consideration.

Recommendation 10- GROUNDWORK:
“The Heritage Committee for the review of the Anderson Farm recommends that were possible, the services of City of Greater Sudbury Parks Department be used for all aspects of groundwork and seasonal maintenance at The Anderson Farm and Cultural Centre, upon the lapsing of present contracts and obligations.”

Task 11:
The Master Plan for the Greater City of Sudbury identifies the Anderson Farm as Residential Property suitable for development. This offers little protection for the area and opens many options to a potential developer. It also removes the necessity for application for rezoning for such development and takes away the communities’ protection if such an eventuality occurred.

Recommendation11- SITE DESIGNATION AS PARKLAND:
“ The Heritage Committee for the review of the Anderson Farm recommends that the property presently occupied by the Anderson Farm Museum (PCl 11132) be rezoned as Parkland until such time as the site receives Heritage designation and that the wooded and gassy areas be named “The Anderson Park”.

Task 12:
Presently, the Curator’s Office is located on the second floor of a two-story building accessible by an outdoor steel fire escape style staircase. Signage is poor and no communication system is in place to locate the staff when they are on site. Visitors often report to any building with a vehicle near it. Bus tours often get caught in the small interior road system. There is no reception area for groups before they enter the site, no administrative area for a clerk or centralized work area for researchers. Parking areas are undesignated. While certain aspects of the site are inaccessible to the public as they were constructed in the mid nineteen-fifties, our obligation to offers site accessibility to all our audiences has been neglected. To make the Anderson Farm and Cultural Centre a year round destination and present a professional image to visitors and the public, these problems need to be addressed.

Recommendation 12- CREATION OF VISITOR/RECEPTION BUILDING:
“ The Heritage Committee for the review of the Anderson Farm recommends the construction of a Visitor/Reception building on the Anderson Farm Museum and Cultural Center site to greet the public upon arrival to the complex and provide an administrative area for the Curator and museum Staff. This work will be completed in stages. To better serve our audiences in the interim, it is recommended that repairs to the ground floor of the Stable be expedited creating a transitional reception area, office and workspace for Curator and museum staff.”




Task 13:
To make to Anderson Farm more attractive for rental and multi-purpose uses, an electrical sub-panel was installed in the lower area of the Barn. Being located very close to an exit, groups could connect their electrical equipment to this source of power with little difficulty. When the panel was installed, it was wired as a complete unit with no external connectors or outlets. Each time a group used the site, an electrician was required to connect their feed lines directly to the panel mains. Once this was completed an Electrical Inspection was required to certify that the wiring was to code and could be used safely. After the performances, this wiring had to be removed, with an additional inspection, again certifying Code compliance.
While the Greater City of Sudbury has a blanket agreement with the Inspection Department, the repeated wiring expense is absorbed as an ongoing expense, usually involving costs at overtime rates.
This does not present a professional appearance to the public and adds repeated expenses that can be avoided. If we wish to offer this venue to a variety of users, this problem should be addressed.

Recommendation 13- ELECTRICAL UPGRADE:
“The Heritage Committee for the review of the Anderson Farm recommends that after consultation with site users and Electrical Professionals, the Main Sub-Panel in the lower Barn be re-wired using traditional outlets and connectors, to afford the greatest number of power choices to the greatest number of site users.”

Task 14:
Traditionally, Arts and Cultural presentations at the Anderson Farm have consisted of random offerings as requested by musicians and organizations. At this time, Sudbury has difficulty with sufficient venues for all performers and cultural groups to present their offerings to the public. The Anderson Farm site, with its two large enclosed weatherproof areas, can offer approximately 6000 square feet of undesignated space for artists and musicians to offer concerts and activities to the public on a scheduled basis. Outdoors, there are numerous alcoves, courtyards and treed areas that can be used for smaller musical offerings. When the Amphitheater and the Memory Garden are refurbished, two additional sites can be added to the resources available.

Task 14a:
To better use the site and expand the cultural fabric of Walden and the Greater City of Sudbury, offering the site for a co-coordinated Concert Series in partnership with local choirs, musicians, groups and bands should be considered, as it will help develop other Cultural components of the complex. A partnership with other Community organizations with like goals is recommended.

Task14b:
To better use the site and expand the cultural fabric of Walden and the Greater City of Sudbury, offering the site for a co-coordinated Art and Artisan Tours in partnership with local painters, artisans, sculptures and guilds should be considered, as it will help develop other Cultural components of the complex. A partnership with other Community organizations with like goals is recommended.

Recommendation 14a- CONCERT SERIES:
“ The Heritage Committee for the review of the Anderson Farm recommends that organizers of existing musical series such as those presented for the Boardwalk and The Out of the Cold Concert series, be approached to create a Programme of public concerts to be offered at various locations at The Anderson Farm Museum and Cultural Centre and the Chartwell-Meadowbrook Village complex.”

Recommendation 14b- ART AND ARTISAN TOURS AND CONVENTIONS:
“ The Heritage Committee for the review of the Anderson Farm recommends that an interested group of local artists, artisans and their friends, create a program of workshops, conventions and displays at The Anderson Farm Museum and Cultural Centre and the Chartwell-Meadowbrook Village complex, highlighting the creations of local and visiting artists.”

Task 15:
For those Municipalities and Communities using The Provincial Standards for Community Museums as guidelines to receive grants, obligations for funding in specific areas are outlined. In the present budget for the Anderson Farm with its satellite sites, little or no provision exists to discharge these responsibilities as outlined in the Standards. To make the Anderson Farm Museum and Cultural Center a credible destination option for visitors and to provide the most professional program possible, consideration should be given to the addition of other funding lines to augment the current budget.

Recommendation 15- BUDGET CONSTRUCTION AND AMENDMENTS:
“ The Heritage Committee for the review of the Anderson Farm recommends that the in addition to the existing budget, credible budget lines for discharging our financial responsibly be created for the following Provincial Standards:

1) Interpretation and Education Standard:
i. Program expenses

2) Exhibition Standard:
i. Research expenses
ii. Training expenses for staff, Boards and volunteers
iii. Funding for exhibit maintenance and cleaning

3) Finance:
i. Funding for Capital projects

4) Collection:
i. Funding for collection management
ii. Funding for conservation and preservation
iii. Funding for adequate display cases and dioramas

5) Physical Plant:
i. Funding for all grounds and buildings
ii. Funding for Security, monitoring, repair and updating

6) Community:
i. Funding for promotion, advertising and publicity
ii. Funding for special events, Festivals and Fairs
iii. Funding for accessibility by all visitors

Task 16:
Traditionally, the Anderson Farm offered a variety of programs to a variety of audiences. The Pony Club presented public shows of Dressage and Western riding in the coral, with audiences filling the viewing stands. Bocce courts were constructed and used during the summer and fall months. Touring groups and organizations used the outdoor areas for a variety of purposes. Indoors, museum programs were augmented with special traveling displays and performances. Since amalgamation the Anderson Farm has assumed a more passive role in providing new an imaginative programming options for our traditional audiences and new visitors to enjoy.
Towards this end liaisons have been established with successful Community groups and organizations that wish to work with us to enhance all our programs.

Recommendation 16- COMMUNITY PARTNERSHIPS:
“The Heritage Committee for the review of the Anderson Farm recommends that one of the tasks of the new Programme Coordinator be to create vibrant and exciting programs and exhibits by developing our established community partnerships with but not limited to:

Task 17:
The Anderson Farm complex has changed over the last 50 years with the removal and addition of many buildings and structures. While certain aspects of the site are inaccessible to the public as they were constructed in the mid nineteen-fifties, our obligation to offer site accessibility to all our audiences, has been neglected. Doorjambs in many areas are too narrow for wheelchairs; walkers have difficulty on pathways and ramps. Signage for all groups is inadequate to nonexistent on many displays. Some display areas can be viewed by only the very athletic, as stairways are too narrow and steep and lack double handrails. To make the Anderson Farm and Cultural Centre a year round destination and present a professional image to all visitors, these difficulties need to be addressed.

Recommendation 17- SITE ACCESSIBILITY:
“The Heritage Committee for the review of the Anderson Farm recommends that to make the Centre an “accessible-to-all” facility, an audit of the Anderson Farm and Cultural Center be conducted by an organization such as Friendly to Seniors, to identify areas that may pose potential difficulties to any site visitor. ”

After the tour, the Committee assembled in the picnic area and was addressed by the Curator, who had prepared a series of observations for our background information. These were from a Curators’ perspective and addressed concerns resulting from the daily running of the site.
1. Don’t consider moving additional buildings to the site until we can look after and maintain the ones presently being used.
2. Don’t change the focus of the site unless all activities follow this new direction. You must understand why you are moving towards a new vision and be sure all components can transition with the shift.
3. His new job description does not allow him to perform many of the old functions that he had exercised in the past.
4. It was very difficult to manage the four sites with seasonal help over which he had no control. Often he never got the same people back from previous years and lost the training and experience time invested.
5. Volunteers cannot be counted on to work on a regular schedule and they cannot complete tasks that would normally be done by unionized people.
6. There is a great need for an off site storage facility for all the artefacts that the museum has assembled from other sites. Valuable display space is being used for this purpose with the program suffering as a result since the Farm cannot be shown to it’s full potential. The status of these areas was never formally re-designated as storage.
7. Housekeeping items, maintenance and grading on schedules enjoyed by other City facilities cannot be accessed by the Farm. Blue box recycling, waste and maintenance disposal are not occurring on a regular basis. Yard work consists only of grass cutting with no flowerbeds or pruning.
8. Requests for repairs necessitated by vandalism and are referred back to the Curator for action and the Security of the site is jeopardized.
9. Transportation for museum work is the personal vehicle of the curator.

It was the concern of the Committee that deleted items from the old job description have not been picked up by other departments. As we have no access to either description, it is impossible to suggest remedies or offer suggestions. Spoke to Ron Henderson and it will be forthcoming.

Appendix 1c.
Anderson Farm Museum/Park Stable Renovation Recommendations and Amendments


Original recommendation:

It is recommended that the stable building at the Anderson Farm Museum be winterized and protected by an adequate security system. This will enable the building to be used year round by community arts, crafts or other groups needing an exhibition or working venue to encourage community involvement. It will serve as an additional means of bringing the public to Anderson Farm.
It is further recommended that the following improvements be made to enhance the usefulness of this space:
1) A knee wall is built around the perimeter of the upper floor, to increase wall display space, and to provide additional storage behind it.
2) Winterize and make washrooms accessible from the inside.
3) Improve the kitchen area on the ground floor to allow for an area for preparing refreshments, as well as allowing easy access to water needed for art workshops, etc.

Amended recommendations from the August 23, 2006 Committee meeting following a presentation and discussions:

 That the stable be fully winterized on both levels.
 That a forced air heating / air conditioning unit be installed.
 That separate thermostat controls be supplied for each level.
 That a security alarm system be installed.

This would ensure year-round use by the following members of existing clubs and groups presently in the community of Walden and also bring all the other recommended Anderson Farm projects to the attention of this community:

 Replace the existing structural knee-wall with a new one built out to meet the ceiling at a height of seven feet
 Install a picture hanging rail at the seven foot level along the length of each side of the room
 Construct rolling storage/display units to fit between the existing studs when other activities are going on. Some would have glass doors for the display of historical items, traveling exhibits or club exhibition space. The rest would be for storage by the attending clubs or groups. (see diagrams prepared by The Walden Art Club)
 Replace the south facing shed doors with a casement/bay window suitable to the style of the surrounding buildings
 Install two rows of track lighting along each side down the length of the room for wall mounted displays
 Install ceiling fans and secondary lighting for the whole space
 Install electrical wall outlets as per building code regulations
 Install two washrooms above the existing washrooms
 Install a kitchenette/mini-bar unit beside the washrooms
 Install a 3X3 dumbwaiter at the kitchen area
 Install a stair climber unit to provide handicapped accessibility
 Upgrade the floor with parquet, laminate or vinyl flooring
 Ensure that a code approved fire escape is installed

While some of these recommendations would have to be implemented immediately, for fire, engineering and building code regulations, others could be put in place as the budget allows or as the needs arise.
