The next meeting of the Priorities Committee of Greater Sudbury City
Council will highlight the residents and activities of Ward 1. The

Interim Appointments in Growth & Development
With Doug Nadorozny now the City’s Acting Chief Administrative
Officer, Bill Lautenbach has been designated as the Acting General
Manager of Growth & Development. He will assume all departmental
responsibilities, except those related to the GSDC, which are being
covered by Helen Mulc. Helen and Bill will make sure the department and
Board objectives are moved forward without disruption while Doug covers
the interim position.
Rainbow Routes Association Annual General Meeting
Rainbow Routes Association is holding its Annual General Meeting on
Tuesday, November 18 at 7:00 p.m. in Room C-11 at Tom Davies Square. The
guest, Dr. William Crumplin from the Department of Geography at
Laurentian University, will be addressing “The Really Tough Divorce:

Male Young Professional of the Year Award
Congratulations to Ray Mensour, who was awarded the Male Young
Professional of the Year Award! The award is presented annually by the
Young Professionals Association. The association recognizes the male and
female young professional of the year. The event is sponsored by Bell.
The Awards Gala was held on Friday November 7th at the Holiday Inn.
Picture Our Lakes Calendar
The 2009 Picture Our Lakes calendar is now on sale. Celebrating the
more than 300 lakes located within the City of Greater Sudbury and
showcasing the talents of local photographers, the calendar is available
at Artists on Elgin for a cost of $20.

COUNCIL APPOINTS INTERIM CAO FOR CITY OF GREATER SUDBURY
Greater Sudbury Council approved the appointment of Doug Nadorozny as
the city's interim Chief Administrative Officer, during a special
meeting of Council held on Thursday, October 9, at Tom Davies Square.
Nadorozny will assume his appointment effective Monday, November 10, to
fill the position of current CAO Mark Mieto who announced his retirement
last month with 32 years in the municipal public service.
"I am very pleased with Council's choice of an interim CAO," said
Greater Sudbury Mayor John Rodriguez. "Doug has consistently
demonstrated strong leadership skills, an in-depth understanding of
community and regional issues, and an ability to effectively work with
all levels of government to achieve high standards of municipal program
and service delivery.
"We are particularly impressed with Doug's proven track record, both as
a highly successful businessman in the private sector and as the pilot
of our municipality's economic development strategy in public service,"
he continued. "Doug's skills and experience will greatly benefit our
community."
Members of the City's senior management team will continue in their
current roles: Catherine Matheson as General Manager of Community
Development, Greg Clausen, General Manager of Infrastructure, Patrick
Thomson, Director of Human Resources and Organizational Development,
Lorella Hayes, Chief Financial Officer / City Treasurer, and Caroline
Hallsworth, Executive Director of Administrative Services.
"I look forward to working with the Mayor, Council, members of the
senior management team and all employees of the City of Greater Sudbury
over the coming months," said Nadorozny. "I will be working closely with
Mark Mieto over the next few weeks to ensure that I am fully briefed and
prepared to lead the administration of our municipality."
Doug Nadorozny has been General Manager of Growth and Development for
the City of Greater Sudbury since December, 2004 and was previously
General Manager of Economic Development and Planning Services. The
Growth and Development portfolio covers a wide range of economic
development services, including economic strategy, building services,
planning, public transit and airport services, with an annual operating
budget of $38 million and more than 200 full-time employees.
Prior to starting his career in the public sector, Nadorozny was the
owner of AMS Group, a computer supplier and training centre, until they
were purchased by a publicly traded company in 1997. He was the
recipient of the Ontario Business Journal’s 1994 and 1995 Top 100
Entrepreneur Awards and a recipient of the Northern Ontario Business
1992 Young Entrepreneur of the Year Award. AMS Group was a 1994 and 1995
recipient of Profit Magazine’s Profit 100 Awards.
Mr. Nadorozny remains active in the community and has served on many
boards.. He is currently Chair of the Thorneloe University Board of
Governors and is a past Chair of the Greater Sudbury Chamber of
Commerce. He is a graduate of Laurentian University with a Master of
Business Administration.

CONSTRUCTION BEGINS ON KINGSWAY S CURVE SEPTEMBER 29
Motorists are advised to expect traffic delays on the Kingsway, starting
Monday, September 29. Major repairs to the Kingsway "S" curve, located
between the base of the Lloyd Street hill and Kitchener Avenue, will
reduce traffic to one lane in each direction.
Crews will repair or replace underground infrastructure, curbs and
sidewalks as needed. This section of road will also be milled and
resurfaced.
Work will continue through the remainder of this year's construction
season until the end of November. Final work will be completed in the
spring of 2009.
The City of Greater Sudbury recognizes this construction project will
result in significant traffic delays. To compress the construction
schedule, the contractor has been authorized to work 24 hours a day,
excluding Sundays.
Motorists are thanked for their patience during these necessary road
repairs.

City's Outdoor Watering Bylaw Now In Effect
The City of Greater Sudbury advises citizens that lawn and garden
watering restrictions are in effect until the end of September.
This means that even numbered addresses may water on even days of the
month and odd numbered addresses may water on odd days of the month. The
outdoor watering bylaw applies both day and night.
City of Greater Sudbury bylaw enforcement officers will be monitoring
violations of the outdoor watering bylaw. First time violations could
result in a $300 ticket. Repeat violations could lead to charges under
the Provincial Offences Act and a fine of up to $5,000.

SOUTH END ROCK TUNNEL OVER HALFWAY TO THE FINISH
An important milestone has been reached in the construction of the South
End Rock Tunnel, a $31.1 million infrastructure expansion that will add
6.5 kilometres to the city's existing network of sewage collection
tunnels.
On January 23, General Contractor McNally Construction achieved an
intersection of two tunnels, advancing from the southeast and northwest,
at a point near Caswell Drive. The joining marks a completed distance of
approximately 3,900 metres -- nearly 60 per cent of the way to the
project's final 6,496 metres.
"We are encouraged by the steady progress," said General Manager of
Infrastructure Services Greg Clausen. "The south end rock tunnel is the
largest municipal construction project since amalgamation. I am pleased
to report that work is proceeding on time and on budget."
The South End Rock Tunnel is scheduled to be complete by December 31,
2008. The expansion will provide additional capacity for future growth
in the south end of the community and it will mitigate environmental
concerns associated with limited sanitary sewer capacity. Once on line,
the sewage collection tunnel will eliminate the need for six existing
sewage lift stations.
Construction has been ongoing since August 2005 from a ramp near the
intersection of Regent Street and Old Burwash Road. A second underground
access point, immediately northwest of Timber Ridge Court off Regent
Street, was constructed in November, 2006.
Work is now proceeding on the remaining branches of the underground rock
tunnel, extending an additional 2,600 metres. The extensions are
southeast to the intersection of Green Avenue and Highway 69, east to
the intersection of Loach's Road and Oriole Drive, west along Bouchard
Street to the existing rock tunnel near Southview Drive and northeast to
Walford Road.

CITY OF GREATER SUDBURY
TRAFFIC REPORT
The City of Greater Sudbury is committed to
preserving and enhancing municipal infrastructure. The following
projects will be updated on a weekly basis to inform motorists of
potential traffic delays or new traffic patterns. Citizens who have
questions or concerns related to municipal infrastructure are asked to
call 3-1-1 for City information.
New Projects:
Spanish River Road: Bridge rehabilitation will
close through access on Spanish River Road, west of Worthington Road.
Motorists are asked to follow posted detours. Work is expected to be
complete by the end of November.
Cedar Street, Sudbury: Cedar Street will close
to traffic between Durham and Elgin Streets on Saturday, October 20,
between 7 a.m. and 5 p.m. for the launch of Graffiti Awareness Week.
Ongoing Projects:
Lourdes Street, Sudbury: Additional work to
replace a water main and related services has extended the Lourdes
Street project until mid-November. Lourdes Street is closed to through
traffic between St. Raphael Street and Van Horne Street. One lane
remains open for local access.
First and Third Avenues, Levack: Water main
replacements on First and Third Avenues in Levack have reduced traffic
to one lane. Scheduled completion has been extended to mid-October.
Lasalle Blvd. and Barrydowne Rd., Sudbury:
Motorists are advised of intermittent lane closures on Lasalle Boulevard
and Barrydowne Road from now until mid-October, for maintenance of
Greater Sudbury Hydro poles. To minimize delays, lane closures will be
in effect between 9 a.m. and 3:30 p.m. to avoid peak traffic periods.
Eastbound traffic will be reduced to one lane on Lasalle between Notre
Dame Avenue and Attlee Avenue. Southbound traffic will be reduced to one
lane on Barrydowne between Lasalle and the Kingsway.
Marcel Street, Sudbury: Major road
reconstruction, water main replacement and sanitary sewer improvements
have begun on Marcel Street, between Bouchard Street and Nesbitt Drive.
Marcel Street is closed to through traffic for construction. Access will
be maintained for residents and emergency vehicles. Work will continue
to the end of November. Final paving and site restoration will be
completed in the spring of 2008.

Halloween Kid’s Party at the Main Public Library Branch
Kids are invited to bring in a decorated pumpkin and enter a contest
during a Halloween Kid’s Party. Prizes will be awarded for the
scariest, funniest, smallest, largest and most original pumpkin. One
pumpkin per child. For children aged 6 to 12. Event will be held on

Public Library’s Teen Advisory Group is hosting a Halloween movie
night
The Public Library’s Teen Advisory Group (TAG) is hosting a Halloween
movie night for teens in grade 9 to 12. “The Messengers” will be
presented at the Main Public Library, 74 MacKenzie Street, on Tuesday,
October 30 from 6:30 p.m. to 8:00 p.m. It’s free and refreshment will
be served. TAG meets monthly at the library. They advise the library on
teen issues and how to make the library “teen friendly. For more

Greater Sudbury Development Corporation announces three funding
initiatives
The Greater Sudbury Development Corporation (GSDC) recently agreed to
support NORCAT, the Downtown Sudbury Streetscape Project, and the
Sudbury 2007 International Mining and Environment Conference through
financial contributions valued at $428,500.
The Greater Sudbury Development Corporation, wholly funded by Greater
Sudbury City Council, is the economic development arm of the City.
Consisting of a 17-member board of directors, and supported by City
staff, the GSDC acts as a catalyst for economic development initiatives,
and supports the attraction, development and retention of business in
the community.
"I am very pleased that we were able to support these groups as they
proceed with economic development initiatives in Greater Sudbury," said
GSDC Chair Guy Labine. "It is through the work of groups such as these
that our economy continues to grow and thrive."
The GSDC is supporting the development of a research and innovation park
at the Northern Centre for Advanced Technology Inc. (NORCAT) through the
contribution of $400,000 spread over two fiscal years. This research and
innovation park, a multi-use building of approximately 40,000 square
feet, will provide space to small and medium enterprises. Targeting both
new and established businesses, the park will provide access to
specialized facilities, equipment and personnel, as well as the
opportunity to access industry best practices through networking and
services. The total project cost is between $6 million and $6.5 million.
The GSDC also approved a contribution of $23,500 to the Downtown Sudbury
Streetscape Project to assist with Phase II of the project, (site
amenity design specifications and costing). The Downtown Sudbury
Streetscape Project will help to develop and sustain the downtown as a
vibrant area of the city by preserving its historical built form,
promoting arts and culture, improving linkages to neighbourhoods and
amenities, integrating natural features, developing residential uses and
creating unique urban spaces through innovative design. The total cost
for Phase II of this project is estimated to be $94,000.
The third contribution is $5,000 to support the Sudbury 2007
International Mining and Environment Conference, to be held in Greater
Sudbury in October. Approximately 450 delegates from 14 countries will
participate in the conference, which focuses on mine rehabilitation and
environmental management. The estimated total project cost is $350,000.

Perennials and Shrubs for Beginners
All novice gardeners are invited to the Greater Sudbury Public Library
for a workshop on perennials and shrubs. The workshop will take place at
the New Sudbury Public Library, 1346 Lasalle Boulevard, Wednesday, May
30 at 7:00 p.m.
Come and learn the basics on the planting and maintaining of perennials
and shrubs from Tammy DeAmicis. Her presentation will include what to
plant and how to avoid common mistakes. Tammy will conclude the session

Garson Mine hosts Garson Falconbridge CAN meeting

Monday night, the CVRD Inco’s Garson Mine hosted the April meeting of
the Garson Falconbridge Community Action Network (GFCAN). Dave Duncan,
Superintendent of the Mine - who has not missed a session - provided the
location in the Engineering Building.
The All Terrain Vehicle (ATV) Association provided guest speakers for
the meeting that evening. The two co-chairs of the Stewardship
Committee, Cory Smith and
Dave Bolton, highlighted the history of the ATV Association’s
development, explained a bylaw that is being written that will govern
how ATVs operate in the City of Greater Sudbury.
Once the meeting adjourned, the Garson and Falconbridge community
volunteers were given an in-depth, guided tour of the new ramp project.
The dozen citizens donned miners’ gear – the full complement - and
embarked on the underground tour seated in jeeps provided for the
occasion.
Once back on the surface, long time Garson resident Marilyn O’Connor
stated that she was in awe of the experience. Mrs. O’Connor said, “I’ve
lived here since the early 1960’s and heard about the miner’s role but
never thought that I would have a chance to see what they do first hand.
You have to see it to believe it! God bless the miners who work
underground.”
CVRD Inco employees of the Garson Mine have been supportive of the GFCAN
since the community group’s inception one- and-a- half years ago.
Recently, the Mine donated a used photocopier and office equipment for
the ongoing efforts of the group.
Miners also participated in the opening ceremonies of the walking trail
at the Garson Park.
The Garson Falconbridge Community Action Network has offered to
help CVRD Inco plan in the celebration next year of 100 years of ore
production at the Garson Mine. This marks 100 years of a culture of
business and community partnership.

The Community Solutions Team---A

In April 2006, Mayor David Courtemanche asked me to head up a team to
look into the reasons why so many people in the outlying communities of
the City of Greater Sudbury were so unhappy and to propose some
remedies. It was obvious to everyone that since amalgamation in 2001,
residents in the former area municipalities were feeling disenfranchised
and ignored by the decision makers in the new City of Greater Sudbury.
Alienation was so strong that over 11,000 people signed a petition
calling for a referendum on de-amalgamation.
I agreed to take on the task and recruited a team that has gender and
linguistic balance. The team consisted of one person from each of the
former area municipalities. Walden was most ably represented by Jack
Oatway of Worthington; he is a former educator and committed volunteer.
We held consultations in 20 communities in May, June and did we ever get
an earful. Many of the people who came to our public meetings were
actively supporting the de-amalgamation campaign, but they positively
took part in our discussions.
During the summer the team pulled together all the suggestions and then
in September we went back to six of the larger communities to share our
findings with the people and to make sure we had not missed any
important issues.
Not surprisingly, the complaints varied from poor road maintenance,
inadequate snow plowing, poor parks maintenance, the loss of local
impact on decision making and in general a sense that the new
amalgamated city simply did not service the former area municipalities
adequately. As well there was a sense that taxes had increased and
services had declined. On top of all that people felt that they did not
have adequate political representation on the new City Council.
In November and December the community Solutions Team held four evening
meetings with forty people to narrow down the number of issues and
determine the priorities for our final report to City Council which was
scheduled for January 10, 2007. Following those four evenings the team,
with wonderful support from Walden resident and city employee Ian Wood,
put together the draft of the report. He did an excellent job.
On January 10th, 2007 the Team appeared at the first City Council
meeting of 2007 and presented our report. It was well received and even
representatives of the de-amalgamation movement expressed satisfaction.
I hasten to add however that while we have done our job the most
important task is still ahead.-namely implementing the findings of the
report. City Council has expressed their support and intention to
implement the recommendations, but we will have to wait and see. The
difference between the report and its implementation is like the
differences between a menu and a meal. The Report of the Community
Solutions Team is available online at www.greatersudbury.ca . I hope you
will take the opportunity to have a look at it and to take note of our
recommendations to greatly expand the role of the Community Action
Networks. Our team sees them as the key to local empowerment of our
communities.
In Conclusion I would like to take this opportunity to thank the members
of the Community Solutions Team and as well all the people who came out
to our meetings. I wish the Walden Community Action Network all the
best- we often used it as an example of how the Community Action
Networks could function all over the City of Greater Sudbury. All the
